César Faison’s 1999–2000 return to General Hospital proved that even when presumed dead, he was never truly gone for long. Reemerging in Switzerland under the alias Herr Krieg, Faison positioned himself as a jewel broker connected to Luke Spencer through dealings involving the Ice Princess diamond. Luke knew Faison only by reputation — the man blamed for the presumed deaths of Robert Scorpio and Anna Devane — but had never seen his face, allowing Faison to conduct business with him unnoticed. Luke sold him pieces of the Ice Princess while refusing to part with the mother stone, unaware he was negotiating with one of his greatest enemies. Behind the scenes, Faison celebrated being alive and took pride in the explosion that convinced the world Robert and Anna had died along with him.
Back in Port Charles, Luke reflected on his history with Robert and the danger Faison once posed, just as tragedy struck the Spencer family again with Lucky’s apparent death in an apartment fire. The shock soon turned into one of the era’s biggest twists when Lucky was revealed to be alive — held captive by Faison. Monitoring him through cameras and advanced surveillance, Faison explained that death could be an illusion. He had staged Lucky’s demise completely, arranging false identification through a burned body, dental records, and altered medical files. To ensure Lucky’s compliance, Faison weaponized fear, showing him live surveillance of Elizabeth Webber and proving he could reach her at any moment if Lucky resisted.
Faison’s captivity of Lucky became as psychological as it was physical. He forced Lucky into manipulative games, including chess matches where answers were traded for victories, reinforcing the idea that information itself was part of the trap. The situation grew even more unsettling with the reveal that Helena Cassadine was involved and possibly guiding events from behind the scenes. While Faison appeared in control, Helena’s presence suggested a larger plan unfolding — one even Faison didn’t fully command.
As Luke gradually learned the truth about the man he had been dealing with, the diamond scheme escalated into a personal war. Teaming up with Felicia, Luke attempted to outmaneuver Faison by retrieving hidden diamonds and turning the tables on him. Their plan briefly succeeded when Luke tricked Faison with fake stones, humiliating him and shifting the balance of power. But Faison retaliated by targeting Felicia directly, manipulating emotions and relationships as effectively as any criminal scheme. Even after being arrested, he continued causing damage by sending Mac Scorpio a videotape meant to fracture trust and deepen conflict among those closest to him.
Meanwhile, Helena maneuvered to protect herself by framing Faison for Katherine Bell’s murder while privately admitting her own guilt, demonstrating that alliances between villains were always temporary. Faison ultimately escaped custody, setting the stage for a final confrontation with Luke at Pier 39. There, he delivered the bombshell that changed everything: Lucky was alive. Before Luke could learn more, chaos erupted and Faison fled by boat, which exploded offshore, leaving his fate once again uncertain and allowing Port Charles to believe he had died yet again.
In the aftermath, Luke could not shake the feeling that Faison’s final words were true. He traveled to Europe searching for proof, only to return without answers but with growing suspicion that Lucky’s death had been orchestrated for reasons beyond Faison alone. The realization began to form that Helena may have been the true architect behind the events, using Faison as part of a larger strategy.
Although Faison’s obsession with Anna Devane defined much of his history, she was absent from this chapter due to Finola Hughes’ departure from the show in 1995, shifting the focus of the storyline to Luke, Lucky, Helena, and the Scorpio family. Even without Anna at the center, this period reinforced what made César Faison such a lasting villain: he didn’t just commit crimes — he studied people, exploited love and grief, and used emotional leverage as his most powerful weapon. By the end of 2000, Faison had once again vanished in spectacular fashion, leaving behind unanswered questions, fractured relationships, and the lingering truth that in Port Charles, death was rarely the end of the story.
